Emergency Services Analyst

Job Summary

The Emergency Services Analyst is responsible for planning, organizing, developing, and directing campus-wide emergency preparedness programs.



Key Responsibilities

  • Maintain Emergency Management Program in conformance with CSU Chancellor’s Executive Order #1056.
  • In cooperation with FD&O’s Environmental Health and Safety, perform building safety inspections, disaster risk and infrastructure threat assessments.
  • Provide training to the campus community in multiple hazard awareness and emergency procedures for events such as earthquakes, fires, medical emergencies, pandemics, building evacuations and other potentially life threatening occurrences.
  • Develop, design and coordinate regular tests of the emergency plan, emergency communication systems and mutual aid agreements utilizing tabletop exercises, drills, functional exercises, full-scale exercises, and building evacuation drills.
  • Conduct after action reviews of exercises and drills. Document feedback and prepare an improvement plan to address deficiencies.
  • Write reports, specifications and procedures in support of campus emergency preparedness.
  • Ensure that the emergency arcs are fully stocked and operational. Conduct a bi-annual audit of arc equipment and supplies.
  • Act as the department liaison with the Santa Clara Office of Emergency Services, City of San Jose, and other state and local emergency management agencies, including participation with the Santa Clara County Emergency Manager’s Association to work on mutual aid plans, partnerships and emergency preparedness.
  • Work with Building Owners and campus management to ensure that each campus building has a Building Emergency Team consisting of a Building Coordinator and emergency team.
  • Provide training to BET members to facilitate building evacuations and provide safety related assistance to building occupants in the event of an emergency or disaster.
  • Provide bi-annual training and guidance to the EOC staff regarding their roles, functions and responsibilities.
  • Provide guidance to the Emergency Operations Center (EOC) staff on the preparation of the appropriate Incident Command System forms.
  • Review, maintain and upgrade the physical EOC facilities to meet the requirements of the National Incident Management System and the Standard Emergency Management System.
  • Ensure that the Emergency Preparedness Program meets the requirements of the Clery Act.
  • Provide program leadership for the Campus Emergency Response Team including recruitment and retention of members of the campus community to be disaster service workers in the event of a major emergency.


Knowledge, Skills & Abilities

  • Thorough knowledge of emergency preparedness program planning and compliance.
  • Ability to interpret technical procedures or regulations and have a thorough knowledge of NIMS and SEMS.
  • Expertise in emergency preparedness operations analysis with the ability to evaluate results to develop sound conclusions and recommend new or revised policies or procedures.
  • Ability to understand problems from a broad, interactive perspective, and to conceive of and develop strategic solutions.
  • Ability to write reports, plans, business correspondence and procedure manuals.
  • Ability to work with representatives from public and private entities.
  • Demonstrated consultative skills in working with internal and external constituent groups.
  • Ability to effectively present information and respond to questions from groups of managers, customers, and the general public.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with multiple abstract and concrete variables.
  • Ability to develop and deliver training to an adult audience in a University setting.
  • Ability to quickly learn and apply a variety of state, federal, CSU, and SJSU policies and procedures.
  • Strong oral and written communication skills.
  • Excellent customer service and public relations skills.
  • Ability to work extended and irregular hours during campus emergencies.




Required Qualifications

  • A Bachelor's Degree and/or equivalent training
  • Four years of administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.


License

A valid driver's license is required for this position. Out of state candidates selected for the position must obtain a State of California driver's license within 10 days of hire in accordance with the California Department of Motor Vehicles regulations.

Once hired the employee must successfully complete the Defensive Driver Training Program provided by the State of California for California State University campuses.



Preferred Qualifications

  • Bachelor’s Degree
  • Grant writing experience
  • 4 years of progressive experience in designing, delivering and coordinating an emergency management program.
  • Prior experience working in a functioning Emergency Operations Center.
  • Prior experience in designing and leading emergency exercises and drills.
  • Prior experience in providing emergency operation, EOC operation and NIMS/SIMS training.




Compensation

Classification: Administrative Analyst/Specialist – Exempt II
Anticipated Hiring Range: $5,580/month - $6,343/month
Hiring Range: $4,693/month - $8,489/month
