The Research Service Analyst, reporting to the Associate Director of Finance, leads the School’s pre-award grant management functions to include proposal preparation and submission, general grant writing, budget development, internal proposal submission and oversight via COEUS and Johns Hopkins University JAWS intake processes. This positions serves as the primary point of contact for facultyconflict of interest, conflict of commitment, and University and sponsor policies. Additionally, this position performs select post-award grant management to include sub-recipient monitoring requirements.
Specific duties & responsibilities:
Pre-Award Management – 60%
- Serves as primary resource to faculty and school for sponsored account proposal submission and questions, including communicating with and providing detailed guidance and instruction to faculty and staff regarding proposal preparation and administration.
- Assists faculty with general grant writing ofproposals for non-government organizations, federal, corporate and foundation funders.
- Coordinates sponsored proposals, prepares sponsored project budgets and other administrative data required for proposals for leadership review, ensuring that all applicable direct and indirect costs have been applied verifyingcompleteness of all budget elements as well as compliance with sponsor guidelines and University policies.
- Prepares and assists in the development of budget justifications to ensure their relationship to the budgeted dollars.
- Executes pre-award grant record/COEUS through collection and consolidation of all required documents, including tracking and follow up and other sponsored research documents through completion and acceptance.
- Liaises with the JHU Research Administration Office on all pre-award submission reviews.
- Confirms faculty compliance with and documentation of institutional IRB requirements specific to sponsored research.Assist faculty on HIRB application submission as necessary.
- Communicates changes in sponsored research policies to faculty and staff as appropriate.
- Develops uniform procedures to compile and catalogue sponsored account documentation in support of the grant submissions and account creation.
- Assists with award setup notifications after grant number is assigned.
- Keeps current on applicable federal guidance on sponsored projects including Uniform Guidance updates.
- Creates new sponsored award folders/filing systems and purging/storage for destruction.
Compliance – 30%
- Responsible for all activities related to outside interests and activity reports by faculty including solicitation and review of disclosures and other relevant information.
- Implements eDisclose or comparable system and processes, collaborating with IT staff to explore options and internal information technology resources.
- Develops material resources to education faculty on COI disclosure requirements.
- Establishes process to collect and monitor conflicts of interest and conflict of commitment supporting documentation, executing the annual certification process for all faculty, establishing procedures, processes, reporting and tracking.
- Prepares reports on conflict of interest and outside activity data, managing and updating policies and procedures.
- Serves as point of contact and is responsible for the preparation of cases for evaluation by the established review body.
- Continually evaluates and revises COI tracking processes and procedures.
Post Award Management – 5%
Provides post-award management in absence of the post-award research analyst and/or during peak business times for the School. Responsibilities in the area includes but not limited to:
- Executes and monitors sub-contract process from initiation to payment requests, reviews, and compliance with subrecipient monitoring policies and procedures.
- Distributes line item sponsored budget in SAP.
- Manages quarterly faculty effort reporting review and certification on all sponsored accounts, and conducts high level of effort certification and follow-up.
- Ensures compliance with university and/or agency sponsored regulations and restrictions.
Other Duties as Assigned - 5%
- Performs special projects and other relatedduties as assigned.
Minimum qualifications (mandatory):
- Bachelor’s degree in a related discipline required.
- Two years of administrative/budgeting experience required.
- Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
- Successful completion of the Research Administration Training Program (15 months) is equivalent to two years of relevant experience for this position. If an employee does not successfully complete the program, no additional experience will be applied.
Preferred qualifications:
- Knowledge of conflict of interest regulations and standards strongly preferred.
- Experience in academic research University a plus.
- Three years progressively responsible financial/accounting experience preferred.
- Proficiency in COEUS.

- Knowledge of financial management and accounting principles.
- Strong interpersonal and customer service skills.
- Detail-oriented, well-organized, and possess ability to handle multiple projects simultaneously and able to exercise sound judgment.
- Knowledge of SAP including accounts payable, purchasing, cash
deposits, cost transfers, and Analysis reporting
preferred.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
