Job Description Summary

Oversees the College’s Supplier Diversity program (including Minority Business Enterprises, Small Business Enterprises, etc.) and Contract Compliance, assisting the Procurement Director in executing the Supplier Diversity strategic action plan, monitors vendor compliance with established goals, and promotes increased vendor utilization in the purchase of all supplies, services, equipment, and capital construction projects necessary for the operation of the College. Assists the Procurement Director with reviewing and evaluating compliance issues/concerns on renovation and building projects, monitoring grant requirements and ensuring compliance when grant funds are used to procure supplies, services, and equipment. Responsible for developing and managing procurements, evaluating procurement proposals and providing guidance in the ongoing administration and compliance of a variety of existing contracts. The position ensures the Board of Trustees that all prime contractors and subcontractors on college renovation and building projects are following the College code and COMAR regulations.

Minimum Qualifications

  1. Bachelors’ degree in business, construction management or related area.
  2. Minimum of two years of public procurement or a combination of public and private procurement experience involving contract management/compliance, and/or experience as a construction project manager with strong supplier development, Minority Business Enterprise ( MBE ), vendor management and contract management experience.
  3. Experience in grant compliance monitoring is highly desired.
  4. Procurement certification in education or public administration is preferred.
  5. Minimum of two years of supervisor experience required.

  1. Develops, initiates, maintains and revises policies and procedures for the operation of the Supplier Diversity program and related activities to prevent illegal, unethical, or improper conduct.
  2. Manages the day-to-day compliance issues of the program.
  3. Supervise and evaluate all assigned staff.
  4. Prepare, review and negotiate various. agreements for College procurement of supplies, services and equipment.
  5. Monitoring payments to subcontractors and preparing monthly reports for Vice President of Administrative and Financial Services.
  6. Establish contractors’ performance evaluation criteria and assist Project Managers in monitoring their performance.
  7. Enforce county, state and federal regulations, laws and ordinances, and recommend corrective actions in cases of non-compliance.
  8. Preparing correspondence to address non-compliance issues and representing the College and Director of Procurement is these issues.
  9. Draft, review and or manage RFPs and all related activities.
  10. Collaborates with other College departments (e.g., Risk Management, Security, Facilities, etc.) to direct compliance issues for investigation and resolution. Consults with College attorney as needed to resolve legal compliance issues.
  11. Visit job sites, talks with subcontractors, verifies payroll information and required certifications to assure compliance.
  12. Coordinates with Office of Procurement in the award of contracts. Develops and recommends changes to construction contracts.
  13. Prepares abstracts of bids, evaluates, and recommends lowest responsive and responsible bidder.
  14. Reviews agenda items for Board of Trustees approval.
  15. Implements strategies to improve required participation in IFB’s and RFP’s.
  16. Represents the college in the daily interaction with the business community in connection with procurement activities.
  17. Assist the Procurement Director with training end users on accessing tools to broaden vendor utilization.
  18. Plans and organizes events and workshops to introduce and facilitate local and disadvantaged vendors to the College’s end users.
  19. Establish and maintain the college’s vendor database.
  20. Exercises independent judgment and initiative, as well as detailed knowledge of purchasing and management principles and practices as related to personnel, interpretation and defining of specifications, negotiation techniques, contract laws, industrial business practices, market trends, and vendor evaluation.
  21. Responds to alleged violations of policies and procedures by evaluation or recommending the initiation of investigative procedures.
  22. Develops and oversees a system for uniform handling of such violations.
  23. Performs related work as required.


Job Requirements

  1. Must be able to work between the hours of 8:30 a.m – 4:30 p.m; Monday through Friday. The Work schedule is subject to change based on department needs.
  2. Ability to communicate effectively in spoken and written standard English.
  3. As required by the 1986 Immigration Act, be prepared to present acceptable documentation showing your identity and that you are a U.S. citizen or an alien who is authorized to work.
