Assistant Manager, DCLCP/LTC Ft. Bragg Site

The Mansfield Center Defense Critical Language and Culture Program invites applications for the position of an Assistant Manager . This position is responsible for duties at the Defense Critical Language and Culture Program with a high level of autonomy in managing a diverse set of tasks and projects for a variety of faculty, staff and graduate teaching assistants, and as a member of the DCLCP primary support team with minimal day-to-day supervision.

The person in this position serves as a customer/military partner liaison for several DCLCP programmatic issues, including scheduling course presentation venue alternatives, and developing customer-responsive course content. The position may be located at Ft. Bragg NC, Missoula MT, or other location dependent upon mission requirements or at the request of our customers or as determined by the Director of the DCLCP

Position duties include, but are not limited to:

• Identifies language and culture training requirements of most significance to current and potential DoD and USG customers, including specific languages, fluency requirements, mission set compatibility and requirement level of the cultural and regional studies components.
• Identifies and recruits indigenous language and culture instructors consistent with DoD requirements. Places particular emphasis on both academic qualifications and ability to work compatibly with potential DoD and USG customers.
• Directs the DCLCP focus on courses and courseware material that is consistent with DoD and USG customer organizations, and meets the academic standards of the University of Montana (UM) and the Northwest Commission on Colleges and Universities.
• Assesses US National Security Policy and National Military Strategy in a manner that is predictive of DoD and USG needs for indigenous language and cultural studies.
• Reviews and makes recommendations on all faculty hiring.
• Ensures consistency in development of the DCLCP’s foreign language syllabi and other course materials consistent with DoD and USG needs.
• Acts as the primary liaison between the UM - DCLCP and federal agencies regarding the DCLCP capabilities and user requirements in terms of venue selection alternatives of “in residence”, VTC, computer-based online, Mobile Training Teams and iso-immersion instruction.
• Orchestrates and designs contracting vehicles and other financial arrangements consistent with customer requirements, as well as requirements imposed on Language Training Centers (LTC) which enable program growth and sustainment.
• Leads On-site administrative collaboration efforts to integrate user organization requirements with UM procedures and processes.
• Ensures consistency and customer responsiveness in development of the DCLCP’s foreign language syllabi and other course materials consistent with appropriate pedagogical and linguistic standards.
• Ensures that DCLCP/LTC courses offered meet or exceed required academic standards.
• Determines critical language and cultural training needs of the DoD organizations and ensures the DCLCP offerings are responsive and flexible in terms of course design, and presentation venue alternatives.
• Provides direction, reviews and makes recommendations on hiring of qualified language instructors and other faculty/staff hires.

• Assist leadership team with various projects to expand DCLCP services.

• Maintains calendar to ensure timely submission of letters of inquiry, proposal deadlines, and reports.

This position requires the incumbent to develop a working knowledge of DCLCP and University policies, procedures, and forms; a working knowledge of Banner, Moodle, GrizMart, UMDW, Silkroad, Incumbent must be able to ensure maintenance of accurate records of DCLCP performance, maintain records and data according to program needs or accreditation requiremets; and collaborate with other LTC programs for the purpose of implementing and maintaining academic programs.

Position Details

• The position is a full-time Letter of Appointment and includes a competitive salary and comprehensive benefits package (i.e., MUS health insurance benefits, mandatory retirement plan, partial tuition waiver, and wellness program).
• Salary for this position is $80,000 per year commensurate with experience.

Required Skills, Knowledge and Abilities

• Must be able to work productively within a team, establish a strong professional working relationship with subordinates and work independently.
• Ability to work effectively across the range of all military ranks: senior officer, senior executive service and senior NCO levels.
• Demonstrated professionalism, initiative, judgment, independent thought and action, and the ability to maintain confidentiality.
• Demonstrated considerable and varied communication skills required to represent the program in written and verbal exchanges.
• Ability to present classroom instruction on value of cultural and language training in pursuit of national security objectives.
• Knowledge and ability to review lessons, check for transcription, pronunciation, proper English usage and expression and provide quality control. Ensure lessons developed meet both DoD and UM requirements as well as managing curriculum development process for foreign language instructors.
• Knowledge of standard office practices and procedures; business English, spelling, grammar, composition, proofreading and ability to edit materials.
• Demonstrated skill in the operation of personal computers and related word processing, spreadsheet and database software (MS Word, Excel, Power Point, Access), as well as the ability to update web content, and learn new software on finance and budgetary systems.
• Ability to do some required travel due to multiple training sites.
• Applicant must be a US Citizen or US permanent resident.

• Ability to use computer and monitor for extended periods of time.

Required Education and Experience

• Bachelor’s degree in a closely related field in addition to three (3) years of closely related experience; or any combination of experience and education that provides the competencies necessary to successfully discharge the duties and responsibilities assigned to the position.

• Working knowledge of a DoD identified critical language and the associated culture and regional studies issues.

• Knowledge of at least one DoD designed critical language; have taken an Oral Proficiency Interview and scored superior or advanced level in that language.

Preferred Qualifications

• Master’s degree in a related field.
• Experience with the US military’s Specials Operations Forces (SOF)
• Experience with scheduling DoD’s Oral Proficiency Interview/Defense Language Proficiency Test.
• Experience with the SOCOM CLPM Database.

About DCLCP, UM , and Missoula

The Defense Critical Language/Culture Program (DCLCP) at the Mansfield Center develops and presents comprehensive language and regional studies/cultural awareness courses, courseware, and supporting materials designed to prepare DOD and USG employees for overseas deployment. These courses and materials will be specifically designed to meet DoD requirements, and may include, but not be limited to, languages such as Chinese, Arabic, Dari, Persian, Indonesian, French, Russian, Pashto, and Korean. Additionally, these courses and materials will include a substantial regional and cultural studies component. DCLCP will also develop synchronous online learning modules and Apple Apps for language and culture instruction in coordination with Department of Defense (DoD) entities. DCLCP will also work with other entities at the University of Montana to 1) develop an online bachelor’s and master’s degree program for deployed military and other UM students, and 2) an online associate degree.
