Job Description Summary / TWC Summary
Under general supervision, the Financial Analyst II in the Treasury department is responsible for providing support in capital financing analysis and cash, investment, and debt management to senior management.
Essential Duties Summary
Provide daily operational cash projections to aid in decision making. Provide analysis of projected revenues and expenses for debt coverage and debt capacity for new authorizations. Provide monthly analysis of adherence to endowed and non-endowed investments to Public Funds Investment Act and governing policies. Provide Capital Budgeting Analysis/ Scenarios to management for decision making purposes. Provide analysis of annual debt service to aid in annual budget creation for upcoming fiscal year. Semi-annual reporting of debt activity to state debt issuance conduit Texas Public Finance Authority. Provide annual reports on investment classifications and debt activity for annual financial reporting. Performs other job-related duties as required.

Bachelor’s Degree (B.A. or B.S.) from an accredited four-year college or university.

Knowledge, Skills, and Abilities
Must have good verbal and written communication skills. Must have knowledge of finance and accounting principles. Must be proficient in the use of personal computers and Microsoft Office Suite (Word, Excel, Access and PowerPoint). Must also be proficient in the use of Banner and report writing software.
Work Experience
Requires more than three years, up to and including five years of related experience. Requires working knowledge of specialized practices, equipment and procedures.
Working/Environmental Conditions
Work is performed within routine office environment with no exposure to hazardous or unpleasant conditions. Physical demands are usually limited to sitting or standing in one location much of the time. Some stooping, lifting or carrying objects of light weight may be required.
