Description

Columbia Basin College ('CBC' or the 'College') seeks an Assistant Director for Accounts Receivable & Payable who will be responsible for providing oversight of accounts receivable, accounts payable and cashiering. This position has responsibility for monthly and fiscal year-end closing processes related to the College's financial accounting system, technical accounting, tax, and complex reconciliation processes. This position advises and develops controls and processes to reduce fraud. The Assistant Director for Accounts Receivable & Payable supervises the Accounts Receivable and Accounts Payable team. This position reports to the Director of Accounting Services & Controller.

Primary Responsibilities

  • Monitor accuracy of College's accounting data to ensure integrity of data reporting to state agency financial system;
  • Conduct month-end close and annual accounting processes;
  • Perform accounts payable and accounts receivable batch review and review activity reports;
  • Review various transactions to verify adherence to policies and procedures;
  • Prepare/review/create journal entries as needed;
  • Coach and mentor accounting personnel in daily, monthly and annual accounting tasks using experience/knowledge in accounting by following established procedures and policies;
  • Monitor receipts, collection analysis or collection issues as it relates to cash deposits and management;
  • Perform revenue reviews to compare collections to enrollments and attendance, and verify appropriate level of tuition and class fee collections;
  • Review class set-ups to determine proper tuition and fees are attached to classes;
  • Assist in monitoring Payment Card Industry compliance for College's credit card transactions;
  • Review and recommend actions to mitigate banking fraud and other fraud potential inherent in College transactions;
  • Review expenditures and funding for Federal Student Aid programs by reconciling financial records;
  • Review and reconcile State Clearing Account draws and fund transfers to the State Treasurer's Office;
  • Review the fund draws from the Office of Financial Management for operating and capital project payments to ensure spending from these accounts is appropriate;
  • Review year-end payables, receivables and deposits in transit, to ensure proper accounting treatment and to ensure proper reversals for accrual activity in the succeeding fiscal year;
  • Maintain files and supporting documentation for all areas of responsibility in compliance with audit requirements;
  • Identify trends and problem areas in the College's expenditures;
  • Assess and maintain internal controls to ensure compliance with laws, regulation and policy;
  • Maintain positive working relationships with College departments and staff, SBCTC, local and federal agencies, vendors and the public;
  • Serve on College committees; and
  • Perform other related duties as assigned.


Required Qualifications

  • Bachelor's degree in Accounting, Business, Finance, or related field from a regionally accredited college or university;
  • One (1) year of leadership experience; and
  • Advanced Microsoft Excel skills.
Preferred Qualifications :
  • Master's degree in Accounting, Business, Finance, or related field from a regionally accredited college or university;
  • Two (2) years of experience in accounts receivable and payable;
  • Experience working in governmental, public or college accounting system; and
  • Familiarity with State of Washington accounting, rules and regulations.

TERMS OF EMPLOYMENT:

This is a twelve (12) month per year, full-time exempt position. The standard work hours will be Monday through Thursday 7:00 a.m. to 4:30 p.m., and Friday 7:00 a.m. to 12:00 p.m.; however, work hours may vary due to work demands and some evening and weekend work may be required. This position is overtime exempt.
